Estimating Team Lead

Job description:

The Estimating Team Lead, reporting to the Director, Program Finance with matrixed responsibilities to all five Program Offices is directly responsible for the daily supervision of an estimating team.
He/she will oversee policies, procedures and execution of the estimating function.
This role requires an ability to think strategically and tactically to deliver efficient, consistent and compliant application of financial principles for estimating.

Responsibilities:
Supervises staff and assists in the generation of proposals and responses to RFPs, RFIs, and RFQs
Develops cost estimation procedures, systems, techniques to assist in ensuring compliance with government and/or commercial customer requirements
Assists in the development of B&P and proposal development budget estimates
Reviews, advises on, and/or conducts cost and schedule risk analyses on functional responses to proposals and assists in the preparation and presentation of review material to executive management
Provides in-depth knowledge of FAR/DFAR and other applicable government regulations; reviews Request for Proposal (RFP) and proposal documents for pricing compliance, strategy, and risk assessment
Ensures compliance with customer specifications/requirements, cost estimating system policies and procedures, and company bid governance requirements
Contributes and advises on pricing strategy to improve the probability of win while evaluating contract price risks and opportunities
Advises management of pricing rights/obligations and provides an interpretation of RFP requirements
Work with others across the organization to implement tools and technology to enhance automation and minimize manually intensive finance processes
Create reporting and analytics to aid in improved predictability of operating results and cash flow requirements
Interfaces with the Government Compliance Team and outside regulatory (DCAA/DCMA) auditors regarding cost/pricing proposal questions and issues
Perform other ad hoc analyses as required

Required Experience:
At least 6 years of experience leading high-performing teams in a rigorous and complex environment
Bachelors degree in Accounting or Finance, MBA, CPA, or equivalent experience, strongly preferred
Proven ability to train and supervise subordinate personnel with diverse experience
Prior advanced cost proposal and work breakdown development experience is required, including for various contract types including FFP, Cost Plus, and Incentive fee
Has demonstrated command of all relevant accounting subject matters, including for ASC 606
Expertise in all relevant federal acquisition regulations (CAS/FAR/DFARS)
Proficient with MS Software including advanced MS Excel and MS Project experience, familiarity with ProPricer also desired
Demonstrated ability to initiate improvements in reporting systems and business processes
Ability to balance priorities in a dynamic, matrixed environment
US Citizen with the ability to obtain a US Secret Clearance

This is a hybrid role, 3 days a week in the office.

Qualifications:
